The film is a parody of *Rambo: First Blood Part II* and *Rambo III*, and follows a group of soldiers on a mission to save prisoners of war in Iraq. After several failed rescue attempts by American special forces, President Benson suspects a mole in their ranks. Colonel Denton Walters suggests recruiting war hero Topper Harley, who has retired from the Navy and become a Buddhist in a small Thai village. Walters and CIA agent Michelle Huddleston arrive and try to convince Topper to join the mission. He initially refuses but eventually agrees after another failed rescue attempt led by Walters.

Topper leads a small team of soldiers, including Harbinger, Williams, and Rabinowitz, into Ba'athist Iraq. They parachute into an Iraqi jungle near the heavily guarded hostage camp and meet their contact, who turns out to be Topper's ex-girlfriend, Ramada. As they make their way to the camp, Ramada explains that she was married to Dexter, who was presumed dead but is now a prisoner in Iraq. She volunteered to participate in his rescue mission, which forced her to break up with Topper and ultimately led to his retirement from the Navy.

Topper and his team proceed to the prison camp disguised as river fishermen, but they encounter an Iraqi patrol boat, leading to a confrontation. President Benson, worried about the impact of the failed missions on his reelection campaign, decides to join the fight and sends additional forces to Iraq. Topper and his team reach the Iraqi hostage camp, and a gunfight ensues. During the operation, Topper discovers that Harbinger is not the saboteur but has become disillusioned with fighting. They eventually succeed in rescuing the American soldiers and defeating the Iraqi leader, Saddam Hussein.
